Blue Organdy Dress with Painted Flowers with Hat

1930 -1940 Light Blue with Green, Pink, White and Purple womans day-dress [Cotton Organdy]
Overview: This dress is made of light blue organdy. It has a wide V neckline finished with a frill and a long flared skirt. There is a matching hat. Both the dress and hat are decorated with hand-painted flowers.
Construction: This light blue organdy dress is floor-length with a wide V neckline. It is sleeveless with wide frills extending from the neckline over the shoulders. The skirt is cut in panels which are joined with faggoted seams. The seams at the sleeves and the neckline are also faggoted. The waist is 29" around and has sets of 3 tucks extending out 4 3/4" from each side seam in front and back. There are two breast darts on each side. The neckband, a double layers of self-fabric, is 1 3/4" wide around the shoulders and reaches a maximum width of 3 1/4" at the point of the V. The sleeves are 2 1/2" wide at the shoulder, including the 1 3/4" of the neckband. They are hemmed with a 1/2" turn back and have faggoted detailing. The neck frill is 7 3/4" wide across the shoulder. There are hand painted flowers on the left side of the frill which are pink, white, and blue with green leaves. The are similar flowers painted on the lower right side of the skirt. The skirt panels are cut in two levels. The first with 22" long pieces has a scalloped bottom edge. The second section, which is 17" long is cut with flares making the skirt fuller as it descends toward the floor. The matching hat is made of the same blue organdy with a peach bow on the left side. All of the seams are faggoted. The brim is made of two layers. The one closest to the crown is 2 3/4" wide and the outer one is 2 1/2" wide. A faggoted seam runs between the two and down center back. The edges of the outer band are curled in some places. There are flowers painted on the outside and inside of the brim on the right because the hat would be worn so that the inner brim would be visible, framing the face. The crown is cut with out of 5 pieces, one 3 1/4" wide rectangle running the length of the head and two quarter circles on each side of the head. The bow is threaded through a 3/4" square hole cut out of the brim and is stitched down to the brim at the ends.
Damage: There is a rip down center front of the bodice.
